That's just the thing though, the schools aren't supposed to be ignoring the problem. They *are* supposed to be stepping in and taking action. But they don't. Not unless one literally threatens legal action, which is what it came down to in our case. I had had enough of teachers saying, "I don't see it in my classroom, so it's not my problem" and playground monitors saying "We have so much to do that we can't see everything" I gave them a choice, comply with district policy and put a stop to it (as provided in state law) or face a lawsuit.
