Alertra.com isn't free - but it is pretty good :) In the office we have our server monitor set on a home rolled response time app, where phil has it programmed to go out and ping responses from all the dedicated servers, html and cfml, and it turns pretty colors depending on response time. We've been able to catch a problem right away several times.
