It depends a lot of the type of format. A "quick" format in Windows just deletes the file allocation table (the "table of contents") and can usually be recovered directly (there's a back up on the disk that doesn't get touched). Same thing for "deleting" a partition - the data is still there. (I'm been down that dark and dreary road.) Writing new files to the disk will foul up something without a doubt. You probably won't be able to recover the FAT any longer at the very least. However as long as the original data isn't wiped you can usually recover it - but this can be a VERY tedious process. Many of the home tools for this install for free and let you know what files COULD be recovered but don't actually let you recover anything until you pony up.
