I am not sure on the Bart Simpson stuff. It MAY be in the equipment upgrades... I know you can buy all sorts of cool clothes like pirates hats and stuff.. Although one would think Bart Simpson would be trademarked. Maybe there is a hack you can do to edit your player and add that, or maybe it's a secret unlock.
