You can tell its a glitch by doing the following.

1. Click the Reply link just above the text box (which is right above 
the offending white line)
2.  Click  Discard button to discard the reply.

The white line disappears, or snugs up to its proper location.  This is 
just a css/dhtml anomaly that google seems to be ignoring.
