I do not know how it is codified here in Northern California. But I know for several years now that you maybe charged for the cost of search and rescue, if it is determined that your peril was caused by your own negligence and demonstrate able lack of common sense. I can imagine that this would be very fuzzy and difficult to enforce, but it sure sounds good.
