The Constitution is written on an exclusion basis - I can't locate the 
passage right now but I remember hearing, "Anything that is not 
expressly defined in the Constitution falls under the jurisdiction of 
the States".

That's why an Amendment has such strict passage requirements.  A federal 
bill cannot change the State's voting laws but an Amendment can.  I do 
not see anywhere in the article where she is proposing an amendment 
(though it might not expressly state it).

Personally I think that it's a "crying over spilt milk" issue, they're 
crying because they feel that if they just had those votes from the 
"ex-con" market they'd have more seats.
