The solution to the abortion/crime/drug/welfare problem is to sterilize each person at birth. In order to have children a couple would have to apply for a license similar to adoption. They'd have to prove that they were physically, financially, and mentally stable enough to care for children. At such time the antidote would be given to them and they could have kids. Maybe it's a little Huxley, but it would solve a BUNCH of problems.
