1.) Nobody that has an ICBM capable of hitting New York would fire it
- especially  over Canda, eh.

2.) If an ICBM were fired, the odds of the US even having a defense,
much less a deployed system ready to protect all major cities, is
zero.

3.) An ICBM with a conventional warhead would be complete waste of an
ICBM since, relatively, it wouldn't damage much.  An ICBM with an NBC
warhead would almost certainly be MIRV'd and therefore impossible to
stop even if we had a deployed system capable of incerpting ICBMs
after re-entry.

In short, I think we need to think outside of the box here - the
terrorists did and scored 2 out of 3 direct hits against primary
targets.  First let's secure ports, planes, and immigration.  Then we
can worry about aliens, comets, and missles.
