Yes, but political posturing which has some validity. He is representing his electorate. Northing wrong with that. Costs or not this system is wildly unpopular in Canada to judge by the people I know there. If he simply aquiesed he would be seen as kowtowing to the Americans, who are viewed as suffering from mass delusions at the moment.
