See - now that I can understand - keeping things safe for toddlers is fine and dandy. In-ground pools need to be fenced, above ground pools need their ladders raised - that prevents toddlers from drowning, but it doesn't prevent teens from getting in. If this were a three-year old falling from the garage roof then I'd be all for blaming the garage builders... but for a teenage?
