As good or as bad as anything else really.

WinXP is optimized for interface-driven application usage.  In the
"Advanced", "Performance" area of the "System" control panel applet you can
set XP to be optimized for background services.

This probably won't make a shred of difference unless you get enough traffic
to tax the box.  If you do then you might want to look further - you can get
more performance from a server OS.  But most apps won't even come close to
taxing a decent box.

WinXP also isn't as secure out of the box as Linux or Win2003 - apply all
patches and run a firewall to shore things up before you put it on the
network.

If the OS will run the software and you don't need to eke every ounce of
performance from the box then XP Pro should be a fine web server.
