Lowe's would be the best place to look.  If you want to pay the $ for
it, I suggest the aluminum ladder that hinges in three places.  They
will work as a regular ladder, a stair ladder or a flat scaffold. 

For safetly, tie a rope to your waist and to the ladder.

i need one that i can put on a stair well so i can scrap wallpaper  on
the 45 degree angle ceiling bit above stairs...
