The way I thinking on this is we have 12 files for each layout.  Each file is 
an artist edited background for the ad.  Each being similar.

I use that background, probably a TIFF, as the bottom layer of my ad.  The 
specific file background will be selected by choosing the directory and ad 
size.  I than take the user entered text and place it over the background in a 
Post Script file at the locations defined by the artist.  I will also limit the 
font face and size based upon each layout.  

I then can generate a PostScript file using the PostScript Language and CFFILE 
or another technology and GhostScript to generate a jpg preview and pdf for 
final delivery.

I really think this can work.
