Most often this is because you're not using the panels native resolution.
Each panel has an EXACT number of pixels - although you can set it lower it
will look fuzzy and crappy.

You really must use the native res to get a good, clear picture.

I looked up this monitor and its native res (as nearly all 18-19" LCDs are)
is 1280x1024.  Set it to that and your picture will clear right up.

If you need a lower res permanently then you might consider a CRT (which can
change resolution with more quality) or a smaller LCD (like a 15") which
uses 1024x768 as a native Res.
