It may be that the present background image is an "Active Desktop" image,
while the old background that shows up is non-"Active Desktop" image.  Try
disabling active desktop then change the background to none.

I am not sure the answer to this question, however in the absence of the 
answer a good hack will often prove acceptable.  Why not just overwrite 
that image with something more appropriate until you can figure out the 
real cause?
