Try plugging the base into the wall with a shorter or longer phone cord. Alternately you might try relocating your base and see how that affects your reception. It sounds like one of two things is happening - either your phone cord is a harmonic length of the frequency the station is broadcasting on or you're so close to their transmitter that it's desensing everything around you. If it's the latter then you have a legitimate complaint for the FCC; try and contact the station and let them know about the interference and if they give you anything but "we'll help you fix it" then call the FCC and report them and your communication with them.
