Checkout nvu.com. Its pretty good in my opinion. Open source. Simpler
than dw and supprts some of dreamweaver templates.  I loaded up a
css-p site and it understood it perfectly.  I was impressed.  Theres
also the free mozilla editor that comes with mozilla but nvu is built
on top of that with more features so no brainer there.
