It seems like spammers and markters (be it on the web, via email or via phone 
solicitation) are all of one mindset:

"you're blocking <insert marketing method here> but you surely want my bit of 
propoganda/crap.  I'll have to circumvent your block because you really don't 
want to block me...maybe the other guy but, certainly, net me."

A few years ago someone invented a marketing dialer that would call numbers and 
detect whether a live person answered the phone.  If so, the call was 
immediately connected to a marketer that would pitch a product or service at 
the person that answered.  These dialers were intelligent and detected various 
scenarios including the standard tone sequence indicating that the phone number 
was no longer in service.  If so, then the call would be dropped and the bad 
number likely expunged from the call list.  An inventive person came up with a 
device that would send the out-of-service tone to the caller prior to your 
phone ringing.  This was enough to fool the auto dialers but was not likely to 
affect regular callers as they would again hear ringing until you answered the 
call.  Well, the makers of the autodialers caught on to this and patched their 
systems to accomodate for this.  So, on one hand you have a consumer that so 
wants to prevent unsolicited sales calls that they actually buy a device to 
prevent it.  Then, on the other hand, you have the smarmy marketing types that 
don't care and think that you are trying to prevent their calls when nobody in 
their right mind would want to block a marketing call from them.

This same attitude is pervasive and quite annoying.
