Call the police. Tell them you saw a lot of police activity at the
address and now there may be an abandoned dog. They will then send out
animal control to look and see if a dog needs to go to the humane
society.

If there is an abandoned dog and even if they put the dog down, it's
better than letting it die of starvation.
