The person who could decide if she was better off dead is Mrs.
Schiavo, but since we can't know her thoughts we have 3 choices:

1.) A government presumption of life which may conflict with
individual wishes and would cost a bunch, or

2.) A government presumption of death, or

3.) Appoint a guardian to make the call.

As you know, I support number three.  While I think Mr. Schiavo was
vetted to the best extent of the law, I agree that it wasn't perfect
as the law never is.

However engineers have a saying: "at some point you have to cut
metal."  I think this principle help above all with every legal
authority that's reviewed it.
