Nope. That's just family that do that. And friends of family. And neighbors. And neighbors' aunt's roommates. Business people tend to understand "support is not free" and "If you call, and it is not important, I will make you pay out the nose".
But the sites I've turned over are completely manageable by the owner (or their secretary). I give the owner the option of a maintenance contract (paid monthly), but I've yet t ohave it optioned. Redesigns and additional functionality are clearly spelled out as completely new projects.
