It's an Asian Neo! Weird. There's 3 possibilities here: 1.) Nutcase looking for attention, 2.) A VERY dumb terrorist, or 3.) A tester seeing how long it would take police to react and they would do. The 3rd one is scary, but the least likely. Part of me kinda wished he would've thrown open his coat revealing a load of guns and then proceeded to kick butt Neo style.
