IMO, it's kinda like the difference between RAD development (tables) and a planned architecture with full UML diagrams (CSS). CSS benefits are (theoretically) realized more after the site is up than during the design phase. The design can take longer to plan but it's easier to make major updates later and whole conversions to other devices like cellphones.
