Oh man, you picked an issue that really gets my dander up. Not because
of the issue itself, but because neither side is actually reporting
what the laws say. They're all misreporting and creating
misunderstanding about it. And having read the local papers from there
about it, I honestly don't know if it's even intentional. The papers
and even the legislature seem to be reciting a sort of collection of
urban legends about the issue instead of anything grounded in reality.
