I've heard peroxide, but I don't know what it does to paint.  I've also 
heard COLD water (hot will set the stain) and Murphy's Oil Soap.

I had a blood smear in my closet in the last house I rented (scary - I 
have no idea how it got there) and just ended up repainting the wall.  :)
