Which brings up a question in my head.  What happens if a citizen of
another country wins the lotto while visiting the US?  Do they have to
pay taxes on it?  Can the even collect it?  They wouldn't have a
permenant residence in the US and are not a citizen, how would that
work?  Is it considered income?  Does that mean if they are not hear
under a work visa, they can't "earn" any money?
