I know that if you are a resident of California and win the California lottery, you do not have to pay state or local income taxes.
So, I would "assume" you would not have to pay state taxes if you live in another state which has no income tax, like Texas or Nevada. Which brings up a question in my head. What happens if a citizen of another country wins the lotto while visiting the US? Do they have to pay taxes on it? Can the even collect it? They wouldn't have a permenant residence in the US and are not a citizen, how would that work? Is it considered income?
