Oh - you can imagine it - but is it done?  ;^)

As far as I knew IANA didn't do this but I was only partially correct.  This
explains some of it:

So you can see that while in some cases you can make a determination, you
can't always.  Also these are just assignments to registries - not
specifically matched that area.  It seems the registry in question may
assign blocks however they like.

Also from the first doc you can see that many large blocks are assigned to
companies - not locations (so, presumably somebody like IBM would have the
same IP range across their global operation).

I know that now that we're outsourcing way too much work to India they get
IPs from the "enterprise" range (the enterprise is based in NY) to ease
firewalling and such.

In these case the physical location of the computers doesn't matter nearly
as much as the central management location for them.

All told I just can't see how such IP filtering could really be trusted -
but all I have to go on is less than 1/2 hour of research so my conclusions
may be flawed.  ;^)
