Could work... you'd have to have a reliable source of new info tho,
and given that the phishers are already using zombies there's a good
chance they'd just retaliate by flooding your source of fishing site
url's with bogus urls. That is -- urls to pages that exist, but that
don't fill their database. You'd have to figure out a good way to get
lots of consistently good urls and at the same time prevent the
phishers from flooding the list.
