Update: I was able to reproduce this on my machine, but the web team 
hasn't yet been able to reproduce it on their fleet of Firefox 
installations.

Ray, if you're still online, could you drop a note with your specific 
Firefox version, and the versions of any extensions installed there? 
(The list is under Tools menu, in Extensions.)

Or if anyone else is seeing just the page's blue background after 
clicking Australia in the following map, then that info could help too:
