That sounds great in theory, but how would we know who did it? 
Further, if we determined that it was an authoritarian state like Iran
(doubtful) are you saying that it'd be politically feasible to kill
civilian victims of a dictatorships whims?  I doubt the leaders would
be dumb enough to stand in the open and it's questionable if a nuke
could even reach them should they go to ground.  It's worked for Cuba!

Again, it's the problem of the "intelligent wasp" vs the human.  The
human posseses much more destructive power but it can't use it.  The
much more nimble wasp only needs a few stings in the right place to
win.

The point is that an EMP attack could shut down the military,
communications, transportation (cars, airlines), power, water, and
many other requirements of daily American life.  Even if an American
counter-attack was "successful" (however you'd define that), without
proper preparation America would be crippled.  If riots and looting
broke out it would cripple us for a long time.

Think of what would happen to the world economy!
