It's available in a retail box as well - at least at my local Microcenter it's available in the "bargain bin" for $2. Well worth it! For what it's worth there are two Jaguae emulators available for the PC: http://www.emulator-zone.com/doc.php/jaguar/ I've not used either in years (I plan to try this weekend). Maybe you'll have better luck...
