Was it part of the "Jimmy Neutron" show? If so then it was probably another Steve Odenkirk insanity. He's also responsible for the hilarious cult classic "Kung Pow: Enter the First" and some really bizarre children's stories told entirely by thumbs. Unfortunately he's also responsible for "Tom Goes to the Mayor" which I really loath. ;^) I'm not sure if he has a web site...
