It was ghey.  When I checked the service it was disabled.

You might want to also check your firewall logs - it may be blocking it.

Also I remember something about order of instantiation when I had a short
stint maintaining an Exchange 2000 server.  We had to make Zone Alarm
dependent on IIS (or vice versa - I can't remember which).

Essentially Zone Alarm was taking a while to start and other things were
timing out waiting.  (Exchange has something like 20-some-odd services which
work together.)

Try disabling any add-in services and see if the SMTP starts.
