I've got several sites running under SSL and they haven't required any
special configuration for CF.  As a matter of fact, most of the time
I'll run both SSL and NonSSL at the same time, nothing but enabling
SSL via the web server.  Of course, all I've ever run it on is IIS 5.0
and up.

The next step I'd do is check the IIS logs to see if you see the
request in IIS.  That will at least tell you if it's getting past the
firewall.  IIS will log it to the same log file as the unsecured site
and it will look exactly the same as an unsecured request except that
it will be on port 443
