Generally blocking all port 21 traffic on the network or just
developers not having FTP to the web host?

We're transitioning to sftp and eventually disallowing unsecured ftp
to our web servers. And it's not uncommon for the ftp to only be to a
staging server with some process that manages copying the files to the
actual web server.

Some LANs in county offices here want to lock down nearly ALL ports
except 80 and 443. We've actually had to supply our employees working
in those counties with a direct modem connection to circumvent their
LAN restriction.
