Personally, I would think that they would be getting what they deserved. Unfortunatly, I would imagine that innocent people would be attacked as well.
BTW - isn't preaching terrorism illegal here and wouldn't it be illegal in England as well? Isn't that partly what Sheikh Omar Abdel Rahman was convicted of?
