Nope. It is an arrest. With fingerprints. And booking. And an arrest record.
Which I personally feel is harsher than a fine. If the minor had been given a citation and detained to wait for the parents to pick them up, I'd have no problem with it. If adults had been arrested, I'd have no problem with it. But to have two different laws with two completely different consequences aint right, IMO. Minor: arrest. detention. record. Adult: citation. fine.
