Yes, there are some abusive offers out there now, with people fighting back against unanticipated charges, but the mobile personalization market is already big now on the Pacific West Coast (Japan, Korea, China). There are at least two factors driving this explosion:
(1) A mobile device is a personal device... the style, features and applications represent the user when they're out in the world... desktop wallpaper was big, sure, but a mobile phone has more exposure _to_other_people_, and style is far more important than on computer workstations. http://www.dynamist.com/tsos/ (2) Carriers have incentive to promote such use, particularly among those carriers which haven't yet moved to flat-rate pricing. Such investment doesn't directly spur consumer use, but it does help in producing a commercial structure in which such resources can be traded. Ringtone popularity has implications for application design on mobile devices -- the look, the feel, the fun, the status, the *style* of an application will have a greater importance on public mobiles than on private desktops, I believe.
