that would fit with the Stockwell I remember - mostly council houses. That's the hallucinatory thing for me, that this all happened in a lost little neighborhood of south London. I just now saw the part about the man being unconnected so I don't have an opinion on the police's actions yet. But it may be material that police (in the US anyway) are not normally taught to shoot to disable as it is too liable to error. In other words, if it's important enough to shoot, you shoot for the center of body mass -- most effective and least likely to hurt bystanders.
