I don't have any particular knowledge of IRA thinking, but I'd suspect so, since three was quite an outcry over civilian casualties when they were leaving bombs in pubs frequented by soldiers.
In other words, pure pragmatism. The service outages were disruptive and scary enough. I remember trying to get to work near Blackfriars from near Vauxhall when one of the lines shut down.
