To expand on Dana's point, he could have:

1.) Have a direct talk with the Chief of Staff, determine if he had
anything to do with it and, if not, assign him to immediately find out
who leaked the info.

2.) Tell all of his staff that he wants to know NOW who leaked the information.

3.) After that 20 or 30 minutes passed, and he knew who did it, fire them.

Now, for the sake of argument, let's say the President is a spineless
moron whose grip on discipline is so weak that the above steps don't
work.  The he could have immediately appointed a special investigator
to do the job he couldn't.

What happened instead is that he forced the someone else to do his job
for him.  That's in the definition of failure of leadership.
