The bill also authorizes a three-year $1.1 billion program
specifically intended for coal and coal-related research and
development. It establishes a $90-million, 10-year carbon capture R&D
program for existing and new coal-fired electric generating units. It
also authorizes $3 billion for a new Clear Air Coal Program to assist
with sulfur dioxide, nitrogen oxide, and mercury emissions required by
new rules or possible multi-pollutant legislation, according to
Sanderson.
