Yeah, it was something the martians used to clean out the dregs. They billowed it into the city where I guess it was too hard to go in with their tripods and pick people out. But I think they were already starting to get sick and eventually they did just die mysteriously.
Honestly, the book wasn't brilliant writing or anything. It was just one of the early science fiction stories and had an interesting twist that fit the things going on in science at the time. It was published in 1898 and Pasteur had only just discovered germs in 1861. Germ Theory was revolutionizing the world. England was implementing the first ever public health measures in 1871 to provide clean drinking water and clean the streets of waste instead of people just emptying their chamber pots out the windows.
