If what we're trying to do is judge how charitable the US is, using
Fed Gov't dollars in aid is not a good metric.  You should add in:

1.) Non-gov't aid,
2.) Charities,
3.) Missions,
4.) Gov't orgs (like the Peace Corps), and
5.) Money home (immigrants sending money home).

And there's probably more I'm missing.  When you add all of that in,
I'd bet the US is BY FAR the most generous.  Again, that doesn't say
we're good, that we shouldn't do more, etc.  It's just an effort to
find the rights metrics.
