You are bypassing the question. The question is whether the native
inhabitants get the same rights as the citizens of Israel. And the
answer is a resounding "no". And one country taking control over a
territory through military means and not treating its citizens like its
own justifies the use of the term occupation.
Whether that occupation is justified due to a legitimate interest to
protect itself is utterly irrelevant because motive never enters the
equation.
