It's not a question of Iraq being a threat or not ... it's a question of the magnitude. Iraq was defeated badly in Gulf War I and, IMHO, there are bigger threats to the US and world peace, etc. than Iraq was before the last war. It's a matter of getting priorities straight and that is where this administration has failed miserably. The first action after 9/11 against Afghanistan was the correct action and was justified. After that Bush set his sites on Iraq and, as he is prone to do, would not deviate from his initial reaction. He proclaimed Iraq to be a "clear and present danger" which it was not.
If one were to list countries or organizations by order of potential threat then I don't think that Iraq would have even been in the top 5. My top 5 threats to the US or world peace/stability(in no particular order) would include North Korea, Iran, Al Qaeda, nuclear weapons of the former Soviet Union (or is it nucular?), the ongoing Palestinian/Israeli conflict.
