I think, at the time, that was a very intelligent line, summing up the confusion and apathy most people felt towards both Iraq and Iran. And Syria, Afghanistan, etc.
The general public now knows a lot more about Iraq, but still precious little about Iran. I'm sure we'll catch up once we invade Iran. What exactly was the practical difference? Could a US citizen travel freely to either? Could citizens of the country vote? Really? Did either country matter in the global scope of things? Are either considered productive members of the world community? How do they differ from Syria? Afghanistan? Does it matter at all?
