Building nukes may be a logistical nightmare, especially if you want to do it 
secretly, but is not technically challenging. It is a well proven 60 year old 
technology. Any industrial conglomerate from GE to Matsushita has all the 
technology they need on the shelve. Trying to prevent the proliferation of 
technical knowledge about making nukes is pointless: it is already out there. 
It is being taught in any undergraduate nuclear technology class.
